Basic objective[ edit ] The basic objective of IKM is to provide vibrant Information technology e-governance to the local governments in Kerala. IKM attempts to strengthen local self-governance or third tier governance and development through ICT Information and Communications Technology applications. It envisages computerising and networking the local self-government institutions LSGIs in Kerala. It is the largest and most comprehensive local government computerisation project in India. It addresses the entire gamut of issues concerning local governance, decentralised planning, and local economic development. It has developed methodologies that suit this purpose.
Applicability These rules shall apply to, i any public or private building as described below, namely : a where a building is newly erected, these rules shall apply to the designs and construction of the building; b where the building is altered, these rules shall apply to the altered portion of the building; c where the occupancy or use of building is changed, these rules shall apply to all the parts of the building affected by the change; d where addition or extension is made to a building, the rules shall apply to the addition or extension only, but for calculation of floor area ratio and coverage permissible and for calculation of required off street parking area to be provided, the whole building [existing and proposed] shall betaken in to account.

E Specification shall include specifications of both general and detailed nature giving type and grade of materials to be used.
