In the novel he represents this idea; people who went to the power and guaranteed that animal farm will be completely different from what it was when there was the farmer the leader but they ended up behaving even worse the farmer had behaved.
This is represented by two symbolic images: the pigs, dressed like men and walking on their two backs legs —they have become exactly like men.
This is the symbolic image of the failure of this socialist society, because the pigs have become the ruling class and of course they steal, they eat more and they keep the other animals under control using the dogs —represent the political police who make sure that the other animals are subordinate to the power. The novel is a very harsh critic to Russia and communism employed in that way, because according to Orwell this is not communism but just a form of totalitarianism.
So he criticised totalitarianism in any form, when people control the freedom of the others to their own advantage. Besides being a symbol, each animal possesses the traits of i ts species: The novelshows how the initial idealism of the revolution gradually decayed into inequality, hierarchy and finally dictatorship.
Animal Farm does not attack the original ideals of the Revolution and the socialism but the ways in which they were betrayed. Gradually, the privileges and abuses of the old regime are restored in a systematic, tyrannical form: this is what Orwell means by totalitarianism.
